It controls the secondary butterflies within the intake manifold, right at the head, on both SOHC and early DOHC KAs. If it's not opening you'll loose a lot of airflow, but that would nothing to do with stalling/hesitation.

these are butterfly valves. no idea if they are swirl control valves. the bulb looking thing is the thing that opens and closes the swirl valves. |

and like projectrdm said they control those secondary butterflys as you can clearly see that they are conected too
may i recomend a s14 upper intake mani |

It doesn't have SCVs. Neither do late '93 and all '94 models. But it's easier to just remove the butterflies from the rod, take the rod out, and plug the hole on the far end than tracking down another manifold.
