I had this exact same issue. Ended up putting a new rack in it, and PBM rack bushings. It felt like it was skipping teeth - apparently it was. Also my old bushings were pretty worn, and it would allow it to move a little bit.

I also threw a stance steering bushing thing (the circle one) in at the same time. My other bushing was good but I did it anyways.

Just my experience.
