when i plug the tps back in, my % throttle goes to 0% and stays there no matter when im flooring the car or otherwise.. i measure the voltage directly from the ecu # 20 pin (throttle position) and it goes from .05 when im not on the throttle to .3 when im stepping all the way down.
car runs like shit i can start it but will die out after letting go of the gas when driving the car. when warmed up the idle will bounce from 800-1100.

You have .3 volts at the ECU or the TPS? What are you getting at the TPS as far as voltage readings?

black wire should be a constant ground, green/red, or red wire should be 5 volts with the key in the ON position, then white wire should be 0 - 1.0 volt /w throttle closed and with the throttle wide open should be 4.0-5.0 volts. if not, replace with known good tps and continue diagnostics if necessary.
