Belt help

i need help. im doing just as the service manual says to relieve tension on the belts but nothing happens. please someone help me... i feel really stupid not even being able to change the belts on my car... whats up with that

I did my belts today in less than an hour.
Did you loosen the locking bolts on the tension bolts on the power steering and alternator? And when you come to the alternator loosen up the bottom bolt to be able to swing it back and forth. Also the tensioner for the A/C is its own locking bolt so make sure to loosen it up. Everything is 14mm. Pretty simple even on my corroded bolts. haha

yeah. i have... so why the f isnt the tension coming off... do i need to remove the locking bolts?

tensioner bolt came completely off... belt still tight as ever... locking net loostened... please help... lol... this is on the water pump belt....
