When i fill my car up, petrol pours out from somewhere behind the rear quarter panel and I also get a strong odor in the car. Could the filler tube just be old and rotten? Do I have to drop the tank to access it?

Sounds like your filler neck could have a leak. As far as dropping the tank, more than likely, but it depends on what car you are talking about.
