What's wrong with the first clamp? If you're broke down on the highway I'd bet you have bigger problems than the clamp

Yes, although the "new" clamps may cause under/overtightening problems and may damage your hose a little. If you just broke down it will do. The "old" clamp are kind of preloaded with the correct clamping power (i dont know how to explain it better in english, sorry)

The problem with worm screw clamps most people have, is over-tightening!

I always prefer the first clamp because they have a more even clamping force, but worm gears work just fine!
