It's super easy, you pause the video at whatever point you want, steer the viewpoint, and save a key frame. It automatically flows from one key frame to the next and you have a few different flow behaviors to choose from.
This is the first 360 video work I've done but I reckon it's similar to other programs. They even have a phone app and you can churn out quick clips in a couple minutes.
