Failed emissions

I failed emissions this morning, because of high CO. I believe it is because I removed my AIV. I was thinking of putting it back on, but I plugged the hole to the header with a JB Welded plug. Any thoughts on how to lower my CO output?

The AIV only functions when your car is cold, right? I think it's been said many times that as long as your car is warmed up to operating temperature it shouldn't really have any impact on an emissions test.

Drill the JB weld out, or get another manifold.
