S13 PS pump or rack&pinion HELP!!!

ok so i have a 1990 ka24E, dont know if its different from the ka24DE s13's but on cold and warm start up, i turn the steering wheel and i get the "power steering" noise if anyone knows what i mean. i mainly get the whining noise towards full steering lock. anyways just wanted input if its the bad power steering pump or bad rack&pinion or as simple as slipping belt. my PS does not leak. rack&pinion leaks a tiny bit and boots are on both ends. input/help please. thanks everyone for looking.

lift front end up on jack, secure with jack stands and examine steering rack for torn boot..

"power steering noise" normally means a bad pump
