Alright guys, so when I went to set up an inspection for my winter beater the other day at my friends shop, I got quite the bomb dropped on me. Apparently, New York has recently adopted a version of California's inspection laws. According to these new laws, all NYS inspections will be recorded and reviewed for legitimacy (to crack down on "dirty" inspectors passing modified cars for their buddies). This also means that it will be next to impossible to get away with deleting any emissions or safety devices, and my concern is, how much will this limit the power output for my potential build? I was planning to build up a KA-T over this summer with an end goal of 300ish WHP. Is this going to be plausible/affordable if I have to leave all emissions equipment intact? And will a KA-T even be efficient enough to pass emissions?

Keep KA stock for emissions.

Take off emissions and put on turbo goodies as soon as you get home. Tis not hard.

If you need to pass later on, take off turbo goodies, put on stock everything. Easy.

I thought Ex post facto laws made it so if you did the modifications before the law was past as long as you have proof of it, it isn't illegal. I could most definitely be wrong, but that's messed up!

problem being, I havent gotten around to building the motor yet so it would all be after the fact anyhow And I had thought about doing the ol switheroo, but was hoping there was a way to work around it and not have to play erector set with my car every summer.

Its definitely some BS in the works tho for sure!

i dont kno where in upstate ny you live. but if u have a 95 or older u should be good no matter what. safety check only. and if i have a 96 or new. vin swap

Pre-OBDII (95) in upstate NY for S13 all you have to do is have the canister & lines run for visual inspection. There is no sniffer or functional test for emissions - just visual. Mine is connected to the fuel tank and breather, but the other lines are not hooked up - they just dead end behind the engine out of sight. I remove it once I get my sticker.

Also my test pipe is one of the bigger ones that is not just a pipe between 2 flanges - never had a single question.

Thanks guys, I talked to the guy that does my inspections last night when I got the snow slut inspected and he said the same things, cleared up the misconception. Appreciate the help!
