looks ugly because previous owner ONLY.. clear coated the bumper and it's chipping

Only picture at the moment. The bottom is scrapped because I'm low and the bumper looks ugly because previous owner just sprayed the bumper with just clear coat and it peeled

Paint will make the bumper look like new.
