^^First of all, the 'red gearlike knobs' are there so you can manually move the lights up & down by hand. Spraying them with WD-40 will only clean any moisture-related contaminants off of them.
The screeching you're hearing is either the assemblies binding on the hood (adjust hood position), or the rod-ends etc are badly in need of cleaning/lubrication. To lube, use standard lithium or general purpose grease. DO NOT use WD40 as it is for water displacement (hence 'WD'), not lube.... Easy peasy.

Yes. If they're too rusted out, worse case you can either source out new hardware at Home Depot... or just get in there as best you can with a rust solvent & some grease to lube 'em.
