s13 Another oem brake caliper question (s13 w/abs)

So i recently did a 5 lug swap and replaced the rotors and pads while I was messin with stuff. I noticed in the how to video I watched the dude pulled out BOTH the pins on the caliper bracket, (with the rubber boots that the calipers themselves connect to, the one held to the knuckle with the 19mm bolts that the caliper bolts to with the 14mm bolts)

On my car only the bottom pin came out on both sides. The top, no matter what i tried would NOT COME OUT it spins but wouldnt slide out despite me banging it with a screwdriver and mallet. Before I go and spend the money on new caliper brackets and slide pins, i wanted to make sure that both top and bottom are indeed supposed to come out? I mean its only like $100 to replace the brackets and the pins but thats $100 i could spend elsewhere.

On a s13 with abs calipers, are BOTH slide pins supposed to come out or just the bottom one? Seems strange that both bottoms came right out but the tops are holding on for dear life.
