Drag Racing is not the only form of racing, so why should a flagger have to be involved to classify it as street racing?
Any time you are participating in some form of competition, versus another vehicle or a time limit, on a public street it should be considered Street Racing and carry a high penalty. However, there needs to be proof that you were actually trying to race and not just speeding. Just my opinion.

I guess its more common to see an R-chassis car over in Cali....cause over here in VA\MD\DC area its a rare sight. So far I've only seen two R33s

Not really. I was chilling with some peeps, and following them back from tucson, they were all going like 115. I had no Idea where I was going so i had to keep up. They were in non fast cars/suv's. They had a radar detector. No street racing, just stupid fast driving.
