I feel bad for the poor dog, but the op deserves sympathy for his misfortune as well. This could happen to anyone. Under the same circumstances, I don't think I would have the heart to tell the dog owner to take a hike.

At the worst, you might even be accused of a 'hit & run'. Intentional or not, taking pics was a good way of covering his ass.
