Greddy profec B EBC/vacuum line install *help*

'97 240sx, S13 SR20, Megan Racing boost gauge. So I bought a used Greddy Profec B boost controller and installed it today. I installed using the diagram from link: http://greddy.com/img/PHP/products/pdf/687.pdf under "wiring - piping diagram internal (swing valve) type 3." The settings in the back of the EBC is set as "actuator type" = 4 up 3 down 2 up 1 down. The intercooler piping is custom so there is no nipple on the cold pipe to tap in for the boost contoller. I just "T" off a vacuum line that goes into one of the two nipples by the TB. The same one that the BOV/Boost gauge "Ts" into. This is where I think I installed the vacuum lines wrong, maybe? Balance set at 12 o'clock. Boost doesn't go past 10psi no matter how high I turn the set knobs. I turned off the EBC and the boost still goes to 10 psi at WOT. Also would like to add that it didn't come with an air filter that goes in the vacuum line that "Ts" into the FPR vacuum line so I don't have one in(will buy one soon). Tell me what I'm doing wrong and how to fix this. Oh, I noticed smoke during the setting/test runs like after I put in neutral/let off. thanks in advance.
