Is it possible to move by hand, the rod from the WGA to the wastegate lever. I am unable to move it by hand. Is it seized up, or does it just take a lot of force to move it.

i was unable to move mine by hand but it works properly. You could invest in a vacuum pump to test if it works and at the right pressure.
