Ka24de start up help

I've searched numerous times for my issues but haven't found a solution yet. Car acts like it is flooding upon start up. I have to give it throttle to prevent the car from shutting off when trying to start it. Once it stops trying to bog down and die, it runs fantastic but occasionally will go up to 1500 rims and stay there. Car drives great and doesn't try to die once being drive. All issues are at start up. Gives plenty of smoke at start up that smells like raw gas from rich condition at start up.

Replaced/ done so far:
Injectors checked for leaks
Injectors ohmed- all measure the same
No vacuum leaks found
New fuel pump
New plugs
Maf works (same issue if maf is unplugged)

Still need to borrow an ecu to verify I'm ok there.

Where else do you suggest I go from here? I hated to ask but I could not find the same issue covered exactly and know this forum hates to answer the same questions which is why I searched for a while before posting.
