Con-city_s13

So for a while I have had an issue with keeping my power steering belt on the front of my engine while sliding. I have noticed that the pump seems to bind up and cause the belt to slip on the harmonic balancer under high load scenarios.

Current set up:
-RB20 non-hicas pump
-s13 remanufactured steering rack
-chase bays ps kit (no cooler)
-Ross Tuffbond harmonic balancer

Pump seems to be in good condition, meaning it is free of leaks and does not whine. I am curious as to if anybody else has had this problem and could enlighten me on a likely solution.
