Actually if u zoom and look in the bottom right of the bumper it looks like its hanging. It might actually not be sticky, maybe its a home made version of a bra or front end cover..If thats the case and its not actually stuck on its actually kind of neat.

Thats what i thought originally as well. I think the idiot just took plaid material and spray adhesived it one. You can see where the design as stretched like a tshirt material would
