if the cars registeration expired in october of 2004, and i buy the car and register it in january as non-operative, if i begin to register it regularly in may, will it need to be inspected by chp?

no, just smog, insurance and fee's iirc

It will not be inspected, only time it goes in for inspection at time of registration is if it's out of state.
