Another S13 Sr20det to S14 chassis wiper problem.

When swapping out the Sr20det I am having a weird problem with my windshield wiper and am really stumped. Ok so turning on my windshield wipers the lowest setting does absolutely nothing. The intermediate setting of the wiper switch works however is kinda slow, and the fastest setting seems to be a little faster. Another thing when I turn off the wipers the the wipers will stop where ever I turn them off. So the wipers do not automatically park. I have followed a pin out of how your supposed to wire up the plug for the wiper motor and mine looks the same. Thanks for any help that you can give.
Mine is the base model I have tried replacing the Switch with a used one and a wiper motor used.
