My fan is not working to blow air in the car. Now, does this mean, the belt is not working. or the fan itself shorted out and I need a new one? Do I need to replace a fuse. This is my first 240 and help would be great. Thank you.

It's like any other car.
First off there is no belt that drives the fan, it's a motor. Check the motor for power, check the resistor, then check the switch.
