Fuel pressure at 32 psi

Hello,

I've been trying to figure out a fuel pressure issue on my ka24de

I put in new injectors, new fuel filter and a New fpr. My fuel pressure when I prime the pump is about 25 psi and steady. My pressure when I start the car is 33 psi. The pressure does not change when I remove the vacuum hose from the fpr which is why I replaced it but it's doing the exact same thing with the new one. The pressure stays at 33 when I race the engine too

Is my fuel pump going out?
