i have the tru boost set up to 16 psi but lets say im in 3rd at 3k rpms and i step on it, itll boost up to like 20-21? idk why its doing this, is it the solenoid?

What is the SPR or spring setting set at? That is the wastegate spring crack pressure. if it is set to high you will build boost super fast but have a higher risk of spiking. Have mine set to 5psi.
