Hi, they do not include the "light bar accessory harness" on the mfr page - just what originally comes in the box - connectors and pigtails.

Yes they are the driving light pattern.

Shipping to FL would be $12, can ship out immediately with tracking.

Yes, actually they are DOT approved (surprisingly). From their site:

"Not just off road. In six-inch size, when installed as a pair and aimed in accordance with your state's regulations, the Driving pattern meets SAE J581 as a Driving/Auxiliary High Beam Light, and the Wide pattern meets SAE J583 as a Foglamp, for legal on-road use. PS these are so bright - when testing one I had like 6 people staggering around the garage after I blinded them LOL.
