this should fit on the s13 stock exhaust right? From researching i believe 2" is the stock exhaust diameter.

i would but then id have to cut the exhaust lol i need a flange to set up a catback on my s13 because the prev. owner replaced the cat but had it welded instead of with the flanges -_-

i read stock size is 2" but is really 1 7/8 kinda how 2x4's are actually 1.5x3.5 lol

Why would you need to cut it to measure it? Hold the tape up to the exhaust and eyeball that shit..
