AFAIK there was only the oval yellow Nissan foglamps that were considered oem for s13, and the foglights may have been an option. Nissan and Japan had a million and one options for cars, and similar to in America, some came from the factory and some were installed by the dealer. I'm pretty sure I remember seeing a factory foglight button but that pic is of some kind of custom set up, both the fog switch and knob are not oem nissan. Somebody probably used a foglight switch from another car and wired it in. It is a USA car not rhd so who knows what was done to it.

That doesn't mean the option was from factory or dealer. It just means you've seen a could be popular in Japan part.

They did come stock exactly like that in some markets. Watch eBay, YAJ and Zilvia - I've seen them pop up several times.
The round knob is probably Pivot Sleepy eye controller stealth install.
