No, my first priority would be fixing the economy.

1. Cancel the rest of the stimulus spending.

2. Declare a one year payroll tax holiday, allowing everyone to keep everything they earn (Actually would cost government less that the $787B Stimulus Bill)
Extra money in everyone's pocket will allow them to spend freely, spurring consumption and increasing manufacturing production.

Deploy anti-ballistic missiles in Japan and say that we're providing Japan with nukes. China will be pissed and tell the NorKs to quit it.

We are at war with them.

I think I would want to send the CIA and run some CoIntellPro. After a few years of that foment rebellion and send in S Korea to clean up.
