A lot of that looks like surface rust, grind down and paint over. As for the thicker straight through; buy a mig/tig welder and get at it. There's plenty of YouTube DIY videos.
Or make friends with some welders and have them do it.
Definitely worth doing. If you feel it isn't, I'll pick it up from you depending on your location
