Their best idea was for someone else to fix it. Never doing any work themselves. So if this is the case then maybe these african countries have a lack of "wealth". And with that, then, it's a social lack and distaste for wealth and no amount of money and "saving the children" will fix it. They actually want to starve and kill each other endlessly.
