I had a camry once with an similar alarm in it.
IF the starter isn't bad, it could be that the alarm is being tripped and it wont' allow starting unless you went through a sequence of unlocking the door/ turning off/on the ignition to reset it IIRC.
There should be an override button that will allow bypassing the alarm.
