Duffman:
No there will still be spatter. The CO2 is used for penetration and cleanliness of the weld.
Note that you will also need the correct flux cored wire to be used with CO2.

Next to TIG. This method of flux core and Metal Core produce the cleanest looking welds that I've come across.
