Putting in a heater core is easy in an s13. Pull the dash, take the AC box out, and pull out the heater core.
Hopefully the heater core is still there and they didn't remove all the ducting.
If you're state requires this, how extensive is the test? If they didn't remove the ducting and all they do is make sure your defroster blows on the windshield, you might be in luck.
