Maybe trash in the lines or behind pistons... rebuild the calipers if they are 20 or 30 years old ?
Assuming everything is squared up / properly installed. The rotors should spin easily with the calipers installed before you touch the brake pedal, the rotor should be nice and flat, no trash under it, and properly torqued under the wheel. A slight misalignment anywhere and...
