UPDATE
I had a buyer lined up, went to meet up with him to deliver it. He asked if we could fill it with water to test the integrity of the welds on the repair. I said sure. Long story short, the welds on the bottom are fine but we found one small area on one of the fins that was seeping. Can't even see a crack or a pinhole, but you could see that a droplet was forming. Anyways, I took it to work, ground the area, and welded over it.
right where that nick is on the corner of the fin. That's where it was seeping.

If any prospective buyer wants to fill it with water and watch it for a while to verify integrity I'll be happy to do so.
