'Covet' just means to desire something.
Sex is purely optional.
For instance, glancing at your neighbor's wife's ass might fit the criterion.
I see no harm as long as it's not blatant & rude, but the 10 Commandments dissaprove.
You also cannot covet the neighbor's property,
so no oogling at the neighbors Porsche, lawn ornaments, or whatever.
Fortunately, neighbor's daughter isn't off limits (if you are single yourself).
