Yep, Norfolk is HUGE. They would get wrecked. Also, if they did send boats or ships to sit out in international waters off our territory, we would be tracking them LONG before they were in range to launch anything.
Seems to me to just be some goading. It doesn't take a genius to see that Americans think highly of our military. Maybe they want to provoke us and start something. Who knows?
