Yes, when cranking ON has power. Only ACC does not.

Glancing over your diagram, it looks like fail. #1 is a power source, why you have it to ground is beyond me. I would suggest either reading a lot more or getting help from someone you personally know (who knows electrical). Electrical is not something to play around with if you don't know what you're doing. Even I don't know everything there is and I always keep a fire extinguisher with me at all times. Saw my friends car go up in flames once, never want that to happen to me.
