It's good that everyone was alright, at and least the damage on your car doesn't sound too major... As far as placing fault (in the eyes of the police/insurance companies), if you hit someone from behind you are basically going to be at fault almost every time, no matter the conditions. In reality, it probably wasn't your fault as the sand was most likely nearly invisible to you at the time. But in the eyes of the law, that doesn't make much of a difference, I'm afraid. I have a feeling they'll just tell you that you were following too close for the conditions (meaning a sandy road).
