Watkins Glen has days that are designated for this sort of thing.  They also have days where the track is available to rent out.  Not it is not an insane amount of money, especially if you know people.  And no, we did not have to have all sorts of crazy liability insurance.  Everyone had to sign a waiver before the entered the track saying no one was held responsible, blah blah.  And you had to sign something saying you understood that insurance doesn't cover anything that may happen, but I think everyone knew that.
