Who cares if he works 50 hours a week? If he makes 6 figures it doesn't matter how much someone works $100 still isnt going to be a deterrent. As far as the under the table argument your either making the under the table cashflow crowd sound like a huge income sector or your proposing a noticeable portion of the nation is hiding their income. The fairness in that situation would wind up being best case scenario like any other federal program... full of loopholes, bugs, caveats, and be marginally functional.

If it's based on income. He'd get hit with a fine based on his income. Besides a 16year old doing 25 over is going to get his license suspended per graduated licensing.
