The neighbors are upset because they live in a nice upscale-looking neighborhood and now they have a legal 'squatter' next door living with no utilities in an unfurnished house as if in a third world country.
Yes, he attained the house lawfully and deserves it. However, the law under which he bought it is silly in the first place and should have been reformed long ago.

For his sake and that of his neighbors, I hope he is at least overly polite to everyone, mows the lawn, and keeps the house in a presentable shape. The neighbors are wary now, but I am sure they can eventually warm up. Whether he wins them over or not is all up to him though.
