its really hard to diagnose this issue, not having a record of whats actually what? so if you try all the things mentioned, I'd look at the piston in the brake booster. it is an IIRC an 8mm nut that can be adjusted in very small increments. Or at least, if you have the time look it up to see if it could apply to your issue.
