shawwwk that's a pretty hefty hole.. Looks like then one I was working with on my s13. From what I have read I would suggest to look at those receipts, you know make sure he actually has them and not bluffing. also you didn't mention anything about the rear towers.. I see the hole there but It can easily be fixed. The well protecters are eeasy to repair its just a matter of grinding that exses rust, unbolting and hammering out the well and then replace, then use something like por-15 as you mention to fill. as for the frame rail if your concerned about swaping one i can see why. You are going to do some grinding and welding. Lifting the floor from the rail may be a task but it's most definitely do-able like sooshi said order from nissan and install it. Buy a Hanes repair manual from ebay or something. How much is he asking?
In my personal opinion This buy could go either way you could a: end up with a beautiful s14 or b: a car that goes to crap because the work that needs to be done always gets pushed aside. If you are willing to put time and effort then go for it.
I would throughouly inspect the car. all 4 strut towers. If even there is rust on the wells(because it's fixable) just make sure those towers are clean. And if it has a decent body then your all good. I'm sure you well stumble upon a parts car soemtime soon. Anyways best of luck.
