Incorrect. S13 VSS on S13 USDM or JDM cluster will work. S14 VSS on S14 USDM or JDM cluster will work.

The only "trans sensors" you need is the reverse lights. Nothing else is needed. This also does not depend on the cluster.

Never ever try to fit plugs together. They may plug in but the wires are all wrong. Nissan reuses plugs but they move wires around. It's not like Hondas where you can just plug stuff in.

Read the link above. You find what wires are needed on the lower harness. Eliminate the remaining wires (neutral sensor, oil light, alternator light, etc.)

Then find where the wires are on the body harness using the FSM. You mate the wires on the lower to the correct wire on body using whatever mating techniques you want.

Whatever is leftover on the body harness you do not need and can be left blank.

The reason for this is because between 89 and 94 alone there were over 2 dozen variations of body harnesses made. Nissan moved wires around to accomodate options, and year to year as well as model to model changes were made. It's very confusing.
