My friend suggested that my lower timing chain may have slipped a notch but I don't understand why that matters. the distributor is in the right place and so are the cams. what else prevents a car from starting..

check this... if your certain your cams are set right put the distibutor in as close as you can get it (#1 piston TDC, distibutor set at #1 position) then hook the timing light up and see what it does...
if the lower slipped a notch, the piston would be coming up a link too early, meaning the exhaust and intake are a notch too late or vice versa. yes it matters
