I'm not going to look over all that your control panel entails but here is a mockup drawing I did to display the basics of what needs to happen...
Key must be in the ON position otherwise the car will start, but the fuel pump and other devices won't have power. If you want to eliminate the ignition switch all together you would need to also supply power to wire #3.
