Tail light Turn Signals Get Power With Headlights?
 

So I have a hatch harness that I'm using in a coupe and was able to find the hatch rear tail light plus to wire it to the coupe plug. But for some reason with the head lights on the turn signal wire is getting constant power.

Tracing the electrical diagram could this be a bad turn signal/ combination switch?

Any input would be appreciated.
