weird brake light problem
 

kay i have some weird stuff goinon. with the lights off ill step on the brake and my gauges, front turn signals, and brake lights come on. with my lights turned on they all look normal but the tail lights are brighter than they should be so when i step on the brake it barely gets any brighter and they wont pass me for inspection. i was told it was most likely the headlight/turn signal switch. so i bought one and just installed it last night and nothing has changed. any ideas?

oh yes its an '89 hatch
